some Stages/process of tinkering with a character design; a lot of earlier steps are just in sketchbooks so I don't have the pages of failure in figuring out how I want to do the hair curtain immediately available.Mostly settled on her final look.

I think it helps a lot in her characterization that she is deliberately making the effort of such a impractical hair style JUST to hide her face.

Something I got into recently (well more effectively recently) is trying to make character designs part of the storytelling in a character. Basically make their design representative of their story and character instead of just "because this kind of character they have this" I think one of my favorites is Nicostein Yan: who is a inventor/robotics who fancies herself a sort of mythical villain mastermind. Although a TECH based character, much of her image and personality is more firmly rooted in being a dark queen so her design is much more vampire princess / mage-y.

Did... did you give her skull hair/ribbon?
As is, and aside from her "Science!" bit, I wouldn't guess she would be a tech villain... which is the point, right?

yup yup!! The bleached bangs + ribbon = skull thing is the bit that kind of pulled her head look together for me.
Her character is basically a tech character cosplaying as a dark magic villain.
