True. But the thing is the castle walls block wind from the direction that will blow the ship out of its berth. There are a lot of meanders and turns (IIRC; played the game years ago) that lead to open water which will be difficult to do with wind as the only source of propulsion. And the ship seems to have too large a displacement for rowing to be effective. Perhaps magic is also used as a source of propulsion?

That is a possibility, but I don't think the developers thought that through in the first place since its just there for the aesthetics (including the NPCs in it) and also a quest for the Dark Brotherhood.
