awesome job. I too make skins for SF IV. And I must say for a beta this is superb. First off the hair is amazing and i'd love to know what program you used to make it.
A couple things I'd play with, is first the shoulder. Try maybe either blending the skin tones more. I don't know what programs you use but if you can try copying the arm over the shoulder and painting or adjusting them so they match better or give her an arm band to explain the sudden shift (same with the neck to).
Or in the reference where she has the rolled sleeves. try changing it up since chun li has bigger sleeves, maybe try leaving the sleeves and just make them white and a similar texture to the reference. It might not be EXACT, but it should be close enough and also give your skin sort of a custom look and make it your own.

It looks great! I can only give you one suggestion, though...a slight enhancement on the ass department heh, chun's looks so flat on sfIV it contrasts with her thunder thighs

Wow I was kinda optimistic about it but dam it's even better than I thought....the arms seem a bit discolored but jeez that's not even much of a complain...this is pretty sweet...how the hell did u do the hair?

yeah the arms are pain in the ass, i have to try to figure them out, for the hair I took the front of chuns hair, moved it to the back and made it bigger

I was gonna say u can't mod the characters alternate costume?...but the whole hair thing was an excellent idea...and of course I know what u mean kinda with the arms...I've seen other peoples mods and they can't hide the shoulder part of her dress it always seems discolored...
