Great work so far. Just a few suggestions:
Make his arms and fingers extra long and grotesque, something akin to The Witch from Left 4 Dead. That was one thing that struck me as unique about Dagoth Ur - his body and fingers looked unsettling. Maybe make them red at the tips as well, like he's been digging around in some flesh or something gross like that.
Make him super thin and ripped, but not huge muscle-wise. He should have very little body fat.
Make sure he is tall - 7-7.5 ft with mask on?
Lastly, his headpiece needs a little work. IDK, maybe it needs to be bigger or something. Try removing the stuff between the 3 pieces on the top. Something is off about the expression as well. Something with the mouth... the original from the game looked just right. Maybe do something closer to that?

Looks fucking awesome, but I think he looks a tiny bit too calm and serene. His eyes are almost formed like a "^_^" emote at the moment and he's smiling. Maybe a slightly more neutral expression would be better to make him slightly more imposing.

Dagoth Ur is kind of a gentlemanly type. I think the friendly look fits him.

To an extent. I'm not saying he should look evil or angry or whatever, I'd just like him to look a bit more imposing and confident. He looks kind of passive here, like a friendly old man. He should have a certain power and charisma about him, something to make you feel like he's the God-King of Morrowind.

Maybe he needs a bit more savage look as ericthered1090 said (I agree about nails) I know he is some kind of devine but he looks like too dignified for me. IHMO Ravanna's lean body looked better. Maybe not better but more
adequate in this case (too much under skin)

I don't know. Something seems off. The art and style is fantastic. But this guy just doesn't seem imposing enough. The muscles should be more wiry, the nails more clawlike, and the face more menacing.
I do like how his shoulder pads make me think of something Dwemer though.
