It's on of Moscow's pedestrian bridges. Leading to Moscow's famous/infamous Moskva City - a big project to build a commercial and business area in Moscow.

Hmm... just come to Moscow. It's the view from the new trade center bridge. Anyway... the blue light is just this fashionable ultra-violet they put everywhere. The sky is unsharp and a bit dimmer due to dirty and dusty windows))
