To use an oekaki you just need to have java supported on your computer (and I believe most computers have java plugins by default) and find a website with an oekaki board on it (for example [link] ). Getting an oekaki of your own... it's a lot of hassle to set up, I wouldn't recommend doing it unless you know how to.
