well, when they add items, they have to weigh up multiple factors, one of which is whether the item alters the basic profile of the class and would therefore make them more difficult to identify. This has the dual faults of making spy considerably bulkier than normal and encroaching on the coat territory of the soldier. It might still get through, but my gut feeling is it won't.
