I recently installed cfw 6.60 ME-1.6 and I ended up having this theme as a custom theme. I don't remember putting that one on my self, but I thought I'd try it and it looks amazingly cool! So now I have the opportunity to virtually shake the hand of the creator of this awesome theme. Good work!

No it doesn't need to be homebrew. Just copy it into your PSP theme's folder like so:
/PSP/THEME/Drifting.ptf
