Am I the only one who sees them like this? No, I can't be.I always saw the two as Fennel being all huggy and not really caring if they were in public, whereas Juniper has a reputation to uphold and would push her away. But eventually she just started to put up with it, especially when she realized everyone 'knew' it was just Fennel being her huggy self. o3o
