This is the Panoz Esperante GT-R1 Hybrid, the first hybrid car to ever take part in an endurance event like LeMans, it was dearly nicknamed "Sparky" and stored to this day in the Panoz's museum even after failing to race in LeMans (It was so heavy due to its batteries and too slow to enter in the event)
Other hybrids wouldn't appear until many years later, turning Sparky into a true advanced technological piece for its decade.
