I used photoshop to get the paths and just saved them as ill and opened them in cinema 4d and the splashes are just fancy brushes it was my first 3d render

free i dont have the money to pay a couple hundred for a program right now

ok well once you have photoshop and cinema 4d go into photoshop, and take the pen tool and trace out what you want and then to to file-export-paths to illustrator then open up cinema 4d and open up the paths into 4d. once there you have the outline and its just a matter of learning basic illustrator
