How do you get those sparkly circles in the background?

The water drops on the flower reflect the light, and when you use a large size aperture on your lens -- usually 4.5-3.0 I have noticed give the best "lights" with the lenses I have. If you use a wider aperture (2.8-1.0) you will get a smoother background with out the "lights" (sparklie circles) in the background. I hope this makes sense cuz I am tired LOL.
