That was my basic idea. Have the ancestor of the Defiant be an experiment cobbled together from off the shelf parts while the big money went towards the Galaxy-class project.
Shame they still couldn't do anything about the warp turbulence issue.

I have an idea, to make this escort more effective, it could have the Phaser cannons commonly mounted on the Miranda Class.

My basic idea for the Perry-class is that it uses the same spaceframe as the Oberth-class, so the Engineering spaces are a bit limited compared to a starship designed from the start as a combat ship. The matter-antimatter reactor can barely handle the upgraded impulse and warp drives, as well as the increased weapon systems. The phaser cannons would draw too much power and overload the capacity of the matter-antimatter reactors. In the final analysis the Perry-class was a capable multi-mission escort vessel, but as an experiment it was not conclusive enough to warrant converting more Oberths. Besides, by the time the final Perry was completed, it was thought that the Galaxy-class could defend themselves against most known opponents (until the arrival of the Borg, that is). The experience with the Perry class was invaluable towards the development of the Defiant class as a highly maneuverable, heavily armed escort vessel.

Aren't phasers powered by the anti-matter reactors because the power draw is too much for a fusion powerplant?

The phasers weren't designed to draw power from the antimatter reactor until the Enterprise refit.

Here's a clearer version of what I had written down next to my original drawing about my idea:
The Perry-class represents an effort to fill a rising need for light escorts while construction funds were spent on what became the
Galaxy-class Explorers. Using the well-established and available Oberth-class survey and research vessel as a basis, the survey pod
was removed and the deflector grid was fixed directly below the primary hull to make it even more maneuverable. By downgrading the
sensors, the design team was able to add two more Type VII phaser banks to increase the firepower of the Perry-class. The design
engineers attempted to cram a larger warp drive into the Oberth chassis, but the additional warp turbulence caused by the narrower
gap between the warp nacelles induces increasingly severe vibrations past Warp 8.5 that threaten to shake the ship apart the closer
the ship gets to its intended design max Warp of 9.2. The larger matter-antimatter reactor enables the Perry-class to mount a much
more responsive and powerful impulse drive, giving the class an edge in tactical combat. Overall, the Perry-class is capable of carrying
out most missions, but it winds up being the proverbial jack-of-all-trades but a master of none. Only a handful of Oberths were
converted into Perry-class frigates before newer designs overtook it. Most Perry-class ships have been relegated to second-line escort duty.

U.S.S. Perry, prototype; U.S.S. Kennedy, defeated several pirate vessels suspected of Orion Syndicate connections; U.S.S. Stingray;
U.S.S. Mason; U.S.S. Winston S. Churchill; U.S.S. Foote, scrapped after suffering severe damage in combat with Ferengi marauders;
U.S.S. Raman, final Perry-class frigate.
