This monument is a triumph arch as in Ancient Rome. Cesar (and successors) was fight for create an empire in Europe (and more).

Under this arch, it was the Unknow soldier to First WW. Again a conflict for pre-eminence in Europe.
Ultimatly, Europe (politic) was create during a peace period...
In France, European Union is considerate firstly as a economic's aera, but this is just a consequence to the possibility of peace permissible with this union. So, national flag and european flag together and here, it's a great symbol.
