Hey, don't diss the Mihoshi! She only got ditzy after the Kagato stuff -- still don't know why. Before that she was the both a top officer, and one of the most efficient! (yes, that is canon). ^_^

I know, they always talk about her being a top officer and it's kind of funny to think about. Hubby hates Mihoshi, but she was always one of my faves after Ryoko.
