I'm pretty sure it is just a graphics, because title in original picture (check description) doesn't seem composite. I made up particular letters so it isn't very hard to mimic the font. You may want to use glowing effect and colored gradient shadow to make it more stylish.

They're too small to trace, the only option is to redraw each symbol and add the missing. Also, there is big difference in height of capital letters, so putting them in strings is quite unlikely. But thy would be great for decorative font.
Anyway, you'd better ask the artist. There are two very similar inscriptions in his gallery.

It's always easier to downscale. You can use any graphical editor (i.e. Paint, Gimp, Sai) to resize or crop it as you want.
