In JTTW, dragon is not a high level creature in the god's system(gods in Heaven eat dragons and phoenixes), but let Lao Zi to look like a dragon is a special idea.

Since Lao Zi is oftenly pictured as a dragon in poetry and paintings, it was the idea to mix this tradition up with a Xiyouji episode. But you're right, dragons are not so powerful in this romance. thanks for the remark! and your Xiyouji's artwork are great!
