haha well...! it's a pitch for an animated feature based off an older comic series [link] . the project itself's called "Corto Maltese and the Condor King" and it's a sort of Indie Jones/El Dorado/Scooby-Doo (?? lol) hybrid about sailor-adventurers, a cursed island, and the ghoulish manchild tyrant they meet there ... there are a lot of birds involved

Make a custom brush with an angle jitter and scattering that was a couple dots in the first place, and that's it. Look up how to make your custom brushes if you don't know, it's fairly easy. : ) F5 in Photoshop to open the brush advanced controls window.
