I love how you put that texture over the drawing, it gives it a nice retro feel ^^

Wowzah she turned out nicely owob.
 The T.V. affects are quite impressive to look at and the line work is recognizable but has your own personal flare to it. 

However you did miss some spots in shading o-o.
The buttons could use some shading on the lower edges (or the darker side from where the light source doesn't hit) to give a more pop to them, right now they kinda look like stickers on Chie's coat. Hair does give a bit of shadow, even in the original art, even with the shading in how the hair parts being limited, they did put some darker colors right underneath for the hair to again, pop. The neck will always have a darker tone than that of the face or clothing just around it, because the head (unless the light source is right below the neck) is always casting a shadow to it. 

Honestly speaking though you did a bang up job with capturing Chie in your style. And if this is how you wanted her to look that's great too, these are just suggestions to the things I noticed. *^* Keep up the great work Gate.
