Yes it's result of a strong grey filter. With a strong one you can take long exposure shots with bright sunlight.

The shore has an ethereal quality to it, at least when I look at it. The photo takes you into another world, a world that has nothing but waves crashing into rock pillars and mist everywhere, with the lone seagull being it's sole inhabitant. You seem to have been an honored guest at this getaway.
