On the contrary...
One - this is a cartoon. For all we know, these methods is how Isabella changes into all of her wardrobe and how shes able to change clothes so fast.
Two - the way each outfit transformation happens is significantly different from the other. For the goat costume, you would have to pull the dress inside out. For her fireside girl outfit, she has to pull on her belt, allowing the uniform to fall on.

And letβs not forget that Buford is clearly a few sizes larger than Isabella so he couldnβt have been wearing the same dress that she always wears.

Once again, on the contrary. The dress that Buford pulls inside out is the same size as the one Isabella wears. Even if it was a different size, this tells us one of two things:
Either Buford is using one of Isabellaβs dresses and itβs very elastic, as it should be since this is, again, a cartoon.
or
He happens to own the same dress in his size, and that brand of dress, the same one Isabella wears, is a brand that also has a goat costume inside out.

I dont think its anything TOO complicated. I just think hes weird. In a good, hilarious way. And who could blame me?
His grandmas house smells of ant pheromones
His secret wish is to fly around like a woodland pixie
He carries around a velvet rope EVERYWHERE and refuses to tell anyone where he keeps it
No matter the instrument, Buford always seems to be carrying one around, notably an accordion and a couple others that I forget, and is often SPECIFICALLY the one to be called out on it
Once again, he has life sized molds of his friends ( or as Linda has said, β of all of [ them ] β )
Which can only mean that, if he has a wig and dress that almost perfectly matches Isabella, he likely has the same for all his friends
He put a tracking device on Baljeet
And those are just the things that I can think of on the top of my head. I personally dont think Buford dressing up as Isabella means anything beyond him getting into the role - he is, at heart, a theater geek from the evidence Ive seen throughout the show and based on his inevitable career path. Him being comfortable wearing a dress is on the same level as Ferb wearing dresses in several episodes. Its more for comedy than anything symbolic.

Well...I wouldn't say Buford is MORE complex and well-rounded as a character than Phineas; just less subtle about his complexities. Phineas has his share of extreme quirkiness himself, we're just used to seeing him be the head of the group to really see that as much as the others. But I dare say that he's just as weird as everyone else on the show.

Yeah, there wouldn't be much of a story if it was just Phineas anyway. That'd feel...empty and incomplete. Lonely even. Especially if his sister's gonna remain in the picture...come to think of it, I'd probably hate her more if it was JUST Phineas.

And its a fitting comparison to make - an IMPORTANT one in fact. Dexters Lab worked because Dexter is a little arrogant snot. Sure, Dee Dee can be annoying, but recently Ive come to realize that I dont hate her nearly as much as I used to, mainly because of her well meaning personality.
Phineas is, to put it simply, nice. Candace, no matter her intent, is a gigantic turd. Im sure Phineas would still have his victories, but the show wouldnt have been as creative if it followed the DL formula.

Yeah, I've only really gotten back into the show recently, honestly.
You COULD still make the comparison - how Candace treats Phineas and Ferb isn't any different than how Cindy treats Jimmy, only that Candace is CONSTANTLY trying to get her brothers into trouble and isn't a romantic interest of any sort (cuz incest is just sick and wrong).
