I like to think that this is more of a return to form for her. Back in SF Alpha/Zero, she was as big as Bruce Lee in terms of her upper body, but her legs were still disproportionately larger than everything else. Capcom just decided to slim her torso down a lot while making her thighs less toned despite the fact that every male character either stayed as huge as a Mr. Olympia contestant or got even bigger.
To me, this is Chun Li. The weird "I'm all legs, and they're sorta puffy" Chun Li featured from SF3:3S onwards is a poor design choice that clashes with the nature of the character imo.
