Tobirama: So the Uchiha are zealous and hyper protective of the village? Cool, I'm making them the cops. They can portect the shit outta the village. Anyone comes to invade? They can deal with the Genjutsu gods eagerly waiting to slaughter all who threaten the village. Presuming I don't get there first.

Me:...wait...why?! That's fucking brilliant! you put them in the position they'd do the most good, let them do what they want, which is protect the village. I didn't see "can't be ninjas" on that list. What are you people complaining about?!

I think the problem is that their village was not at the outskirts of Konoha which gives them a feeling of isolation and that the other villagers don't want them close to them.

Given the prideful nature of the Uchiha, putting them together in one place isn't bad. They weren't restricted to that area. They were free to walk around and probably buy property elsewhere. It doesn't seem like Tobimara wanted to deal with them too much, so he gave them a job they'd be good at, and their own place to live since they're a prideful bunch.
Also, since the first was much more sympathetic to them and he was the one who set them up with the village in the first place, I doubt he stuck them at the edge of the village.
So yeah, still no idea why everyone is complaining about this. It's evident he doesn't like them, but so what? Sasuke hates eveyrone and people still root for him. The whole damn village hated Naruto, but nobody gave them backlash. Sakura and the rest of the Konoha 11 probably would if they saw it happen pre-"Pein crushing the shit out of everyone".
Dude made a smart move that meant he didn't have to mess with dangerous people who, potentially, would only get more powerful the more you pissed them off. He gave them a garunteed default (probabaly well paying) job if they didn't want to choose anything else.
