I don't really have one to be honest; he's not my character, so it's a little hard to put the same amount of personal investment into a setting as I would my other works.
The setting on the other hand, is part of my post-apocalyptic steppe side-project.

Your attention to detail never fails to amaze me! I'm repeating myself, but it's something really worth pointing out. 
I like it how the cracked wall contrasts with the pouring rain. There's something aggressive and disturbing about the broken wall and something calm and soothing about the rain... It makes the picture quite dynamic despite the character sitting still.

the rain, the character sleeping and that concrete wall (well, what is left of it) make so good atmosphere here.

I don't really have much of a story to go with it- a lot of these post-apocalyptic pieces featuring other peoples' characters tend to come to me as brief glimpses rather than any concrete plot or setting. For this one in particular, it was a brief snapshot of a militiaman situated in some remote outpost, exhausted, and taking advantage of a heavy rainstorm to get some sleep in.

I am very glad to see that you chose to forego the cool highlights cast by an LED emergency light as I feel that it would have detracted from the cold and wet atmosphere as a whole.
As much as I do enjoy the image overall, I do find the concrete slab behind him to be most impressively and realisticly detailed and textured. All that time spent inspecting and working with it for your job has reaped its rewards on the artistic side of your life.
