It didn't matter if the children were evil or not, as long as they weren't happy. As for age, Timmy only lost his Fairy God Parents after he wished himself 18 or over. And if I remember properly from the comics, Timmy had made wishes where a certain someone else was "all powerful." And he had even made a wish that backfired, turning him super evil and warped.
