i see that you used dodge tool & stuff. it's not that hard but I havent tried it yet (cuz I usually use the streak thing as a hair highlight)

I only used the all mighty blur tool :3 and yeaa, linear dodge effects for the layers~
but I don't know how to make them look this neat on PS, I had to use SAI.
