Photoshop CSI usually don't do 'fanart', but sometimes you just can't avoid those more lemming-like artistic tendencies. Might as well be one of my favorite Street Fighter, I guess.

I know how you feel, I'm normally an OC only artist, but sometimes it's fun to do fan art.

I find it a lot more fun to do it when you know one of your friends will enjoy it.
...and much more so when it's their character! That's become one of my favorite things to do here.

You got it right - if you're going to go against what you know about originality and creativity to do fanart, you should at least have the most fun possible with it!
As fanart goes this piece has a lot of saving graces - mainly how you've interpreted the character into your own style while keeping him recognisable, rather than carbon-copying the original. Even fanart can be worthwhile if it adds something new, which you have here. Also good is the effort to make a good overall picture, not just a chara on whitespace (though I have no clue what that grey metal/logo is meant to be).
Yep, that arm is distractingly gigantic, but offset by the sweet feel of colour and texture in the camo pants. Also the dog tags chain hang very unnaturally if you try to trace them back (is it actually tangled around his collarbone?). And very much in my own opinion only, I would have kept the larger background image smoother (the difference in texture is nice, but the actual glitchiness/pixellation of parts of it is distracting/unfinished looking).
Overall, excellent. Feel free to enjoy more such guilty pleasures!
