She's not a kid, I doubt a "kid" would be a mayor's secretary/assistant, and such.
Every Animal Crossing character is just designed in a chibi anime style, yet they seem to be adult characters living on their own in their village. Especially, notable with Tom Nook whom is the same size as Isabelle, and has kids of his own, who are much smaller.
Just because a character is drawn "chibi," doesn't make them a kid. Heck, Super Mario himself is rather short, and chibi, and he's an adult.
