Finally a tutorial that has some tips on creating the noise/line effects by hand.
May I also add: It's also simple to first finish the character, then flatten or merge the layers, before beginning to create the distortion effects. Also to create the chunky effect(square/box glitching), you can use a lasso tool to select the desired parts of the character/object(merged layers!) and copy-paste them and move them slightly about from their original spots.
But those are just some tips I have learned. This tutorial seems to also apply on traditional methods of drawing. Thanks for this one! You keep saving certain artists from hours of frustration.

Yes, you got it spot on - I wanted to show how to do it by hand, without the use of a computer, though some of these ideas can be achieved in the computer too, of course. So glad it was helpful! Thanks for your notes and thoughts

If we want to make more mystery or uncertinity, would it be better if we distort the face or anything that would identify the character (the key details)?

Yes, 100%, if you're using the interference to hide something, than that's the way to go!
