There's also a lot of freeware for animating stuff c;
I can recommend PhotoScape ^-^ (I use that to animate non-pixel stuff because it doesn't destroy it so much as Photoshop u.u) You can adjust the frame delay for every layer~ :3 (my previous photoshop version didn't let me do this xD)
