Both will do, but short answer is Clip Studio Paint. Made for drawer/painter, budget friendly, great pen pressure, perspective ruler, color stretch brush setting, works great on tablet pc, you -can- pan canvas, amazing (vector) tools for lineartist, done by CELSYS Did I mention the animation tools!
Photoshop is a giant that's great for many things, but I won't go into in depth analysis here XD

woah never thought of clip paint rivaling photoshop in terms of digital painting im giving it a try thanks for the suggestion sensei~ i got a free clip paint copy after purchasing a wacom intous which comes in bundle but i never really had a chane to use the software since i have photoshop
