I use a combination of DP Animation Maker and Adobe After Effects. I also use Photoshop to create the final gif format, and for editing the original images before animating them.

Nice animation! One tip ( just a tip dont hate me plz), you could have made the satrs on her mane appear and dissapear by making a particle field where the velocity and the gravity are 0 and then wave warp (or ripple if you're hardcore) it.
But I really like the ear twitch and the subtle movements of the eye!

Good idea! 
For this one I was simply trying to re-use the stars from the original without re-painting the mane. I was working only with the flat original image and had spent a lot of time isolating and masking the eyes (An entire episode of Star Trek, actually )

There is a way to use textures (like the original stars) as material for particle world though

I mean, animating does go a bit slower when you're watching star trek
I think I've seen that done before! I haven't used it in my own work yet though.

Its quite easy and it can be used in so many ways! Take for example leaves, little pieces of grass or water drops
