Outlines are drawn in GIMP, then I color them with Paint Shop Pro 7 - yes, it's a very old program with bad tablet support (that's why I use GIMP to draw), but it does a good job with vectors.

The only vectors are writings, frames and text baloons, everything else is tablet drawn. Oh, and the rainbow is also made with vectors.
