I see cyrillic ... is he Russian? I looked up the flag on his arm patch and the closest I found was Latvia ... but that would be inverted colors (reds where the white is and vice versa) with no insignia or coat of arms.
Also, black sclera and computer desktop colored eyes adds to the mystique ... the ladies do like 'em dangerous.
