He is from Yu gi oh and he's better than the Dark Magician and definitely better than Dark Magician Girl.Of course lots of layers were used. The Yu gi oh card image from Google Images was the reference (and some other stuff like wallpaper.) He is my kind of guy with the hair and buckles and just creepy-ness.
Done in Photoshop
The background is just lots of blues smudged together kind of like clouds or space.
