Ooh one of my favorite pokemons  

I just love the pose you gave it, very dynamic and edgy.  Composition wise, I would have given more space between the paw and the edge. Same with the tail. Just a little, not by much.

Great idea to leave a white outline here and there to bring up some light and show the aquatic shiny-ness of vaporeon. I think there is some issue with lighting and shadows: sometimes the shadow is too harsh and I think you should blend it in more into a gradient. It's odd because on some places you've blended perfectly yet in others it's very harsh and the light/shadow shape is cut off abruptly.

Finally, be careful with the background and foreground. Not the actual background but see how vaporeon's tail is kind melted into the main body (make your eyes squint)? Since the tail is behind, you need to make it different from the rest. In general, the further elements are from you, the lighter they get so maybe the tail needs to be just slightly lighter than the main body. That's how it is with landscapes for example, maybe checking some out will be helpful.

My favorite part is definitely the face with the transparency of the 'ears' and the expression. Very well done.

Overall a great job. My tips would be to observe animal anatomy for better reference and practice more with photoshop brushes to get a good blending effect if you want a smooth finish (I mean, that left paw is awesome but then the shadow in the right one is very harsh).

I can see this is one of your older pieces so welcome back and ease into it slowly and as relaxed as you can. Like easing into a warm bath. Aaaah
