Because the picture's more detailed than the in-game models, so stumps would've looked weird. These hooves are more stump-like than human feet or whatever else I might have given him. Also I like the devilish look of them, since Endermen are creepy bastards.

But I think Notch said that Endermen that picks up blocks is a bad idea. So maybe he will remove the function of it in the next update.

He's limited it as of the pre-release, so I think whether it gets removed completely depends on the feedback for that. I hope it doesn't, though. I like that they move blocks around, so long as they're not destroying stuff I built.

After 1.8, Notch announced that he would be changing the way in which Endermen interact with blocks. As of Beta 1.9 Pre-release, Endermen are now limited to the following blocks
