I never understood how bottle caps are supposed to work in Fallout. Are they actually carrying that many individual bottle caps? Are certain bottle caps worth more than others? If so, how do you make change? Either way, Piper's got her journalistic integrity. I don't think much could sway her opinion unless it involves a good lead.
