i use photoshop cs(2) and pigment ink pens for lineart (copic multiliner or others)
sometimes i colour with water colour or coloured pencils^^

This is excellent work; the detail of it is wonderful and the composition of the scene is great. The colours all work together beautifully (although the green of her eyes sticks out just a little; maybe if they'd been a soft blue instead?), and the little sparkling effects are a nice touch.
Points for improvement: You did lose a bit of the perspective on her body, (I don't think the edge of her breast wouldn't be showing that far around her side, not with her arm where it is). Her neck also looks just a little bit too long, and I think the missing lower part of her arm takes a little bit away from the balance of the figure; if we could just see part of her arm across the dress, holding it in front of her, that would get rid of the impression that her arm just ends suddenly.
Overall, this is excellent. Great work!

It's really gentle and relaxting. You choose a good selection of colors for it. I love her pose and the feeling this picture gives off. I wish I had hair like hers.
