This one was dreamed up by I just drew his idea!

The story: "Trying out his latest batch of Joker Toxin on the nearest convenient target: Harley, Mr. J was disappointed when it didn't work, ie: Harley didn't instantly die. Grumbling as he left to go start on yet another batch, he missed a much more humorous effect when the nightie clad Harley mutated into a fairy."
