J.D.R.D.I, or 'Hollow Point' was built for the sole purpose of housing juveniles who have committed crimes horrendous enough to warrant the Death Penalty. Yet, in Neonopolis, as the age of recognized adulthood is 21, the death penalty can only be followed through once the convict in question is 21.
And so, Hollow Point was erected, extremely secure, and tailored for those prisoners who are underage. As it's the only prison of it's kind, unique as it is foreboding, it is bi-gender, and houses not only male, but female prisoners as well. Another facet of the 'modern' prison system, adopted by Hollow Point as is required by federal law, is the warring between inmates.
The prison system has, at this time, sucked so much money and patience from the federal government, that the inmates, in order to save not only funds, but cell space, are allowed and encourage to fight each other. At first this was aired on television, prison brawls of mass proportion, gritty and real and raking in millions. Yet what separates Hollow Point from the rest is the allocation of weapons to the detainees. While firearms are allowed, only older models, such as revolvers or flintlocks, bladed weaponry being in overall dominance.
