Cassius rules the deep sea Kingdom's underwater city, beneath the surface portion of the kingdom that the Queen presides over. It is said that the sea kingdom only exists because his lineage provide the water to keep it flourishing. His power is unmatched under the sea, as such such he has jurasdiction over law in the oceon, but not in the surface world.
