Those doctors were actually doctors to cure the plague, you can recognize a plague-doctor by the mask alone and dark clothing.

the masks are called plague masks, they filled the "beaks" with herbs and other things that smelled good because at that time they thought that bad smells made you sick and smelling things that smell good would keep you from getting sick.
