I don't know, pre-Civil War, Ryan was almost frighteningly sane. He'll want to raise Jack to be his perfect son and, possibly, use the Plasmids and Tonics to also turn him into his ultimate weapon and tool. It would be interesting to see if the core of morality Suchong wasn't able to erase no matter how hard he tried would still remain.
