Scarecrow from Batman.
My favourite Batman villain!

This is my own design for him, I guess. I didn't put too much thought into it. He wears a torn off straightjacket sleeve to both hide his claw and symbolize his roots in Arkham Asylum.
His face is a hole because when you're influenced by the fear gas, you see whatever you're scared of inside that hole. A parent's face, for example. Right now there's some teeth in there.
