Noctis Lucis Caelum ノクティス・ルシス・チェラム (which means Light of the Night Sky)
the protagonist of the game Final Fantasy Versus XIII
he usually has dark eyes but in the pic his were red which meant he was preparing for battle, so that explains the lighter tones in the eye

this was relativley easy actually
i tried a cooler pic to draw before but it was way too hard so this was better
the hair was difficult though

i was challenged to do this pic
and ive accepted! ^^
so i hope u like it

EDIT: i edited the picture a lil
i had to make some of the parts of the face better like extending the lips, and adding more shade near the eye
though parts are not as darker as they should
but i think the change is better
