fireworks.. im pretty sure photoshop does the same thing
i draw it with vectors, then i move each section separately on each frame
section = backhair, fronthair, backear, frontear, lefteye, etc...
its hard though because you have to predict where the pieces will be many frames ahead of time, so you essentially should always start with a rough animation (stickman)
