Yes, I can't agree more that this is one of the two most likely IZ romances (the other being TAGR if they would swing that way). That was meant to be the irony of Dib's character, that he fell for someone of the race he came to hate. And, plus, there is a great likelihood that she might have developed feelings for him. I'm actually writing an IZ/Alien crossover story that is going to have an element of this at the end (albeit without it being the main focus). It's good to see she is releasing these feelings, no concerns as to whether or not it would be right or not. Very cute indeed, esp. with the shirt-grab being very characteristic of her.
