They already fought multiple times, and Hulk had often came out the victor. It all comes down to brute strength, really. Hulk will always be stronger due to better, and more, and having infinite strength.

Whiz: For years people have wondered what would happen when the unstoppable force meets the unmovable object.
Boomstick: I don't know, but I bet it's gonna be fucking awesome!
Whiz: The unstoppable Juggernaut.
Boomstick: And the unmovabl-uh wait-Incredible Hulk
Whiz: I'm Whizard and he's Boomstick, and it's our job to analyze their weapons, armor, and skills to see who would win a Death Battle.

His power doesn't come from it, it just protects him from Psychic attacks.
His power comes from the Gem of Cyttorak.

ok but still the hulk will win cuz he doesn't need a suit in order to be the hulk. Juggernauts suit is just a suit

That is true, but like Abomination, Juggernaut would still give Hulk one of the biggest beatings he's ever gotten in the process.

It's been done several times. Though it's been established that no purely physical power can defeat Juggernaut. His only weaknesses are telepathy and magic. That being said - if Juggernaut was vulnerable to the Hulk's punches, I can say their fight would be an absolutely Earth-wrecking battle. When his shield was drained by Mjolnir - Juggy showed himself still tough enough to slug it out with Thor.
During their most recent bout, in World War Hulk - Juggernaut fought him on equal terms. When he and Hulk started grappling, Cain slowly began to push him back. Hulk was able to hold him back for a moment, but only for a moment. According to Stan Lee, if the struggle had continued - the Hulk would either have been overpowered, or the ground would have split beneath his feet.
Me personally, I like them both. No reason at all why they both can't be awesome forces of destruction.

And your right, this fight would be one-sided with The Juggernaut.

Depends on which iteration of the Hulk we're using. The picture suggests Savage Hulk, who loses. The tougher versions of Hulk it's harder to say. WWH Hulk technically beat Juggernaut, but it was blatant PIS. Ultimately I'm going to say Juggy.
