My idea was that Freeza would let Kuriza tag along with the Ginyu Force when he was younger, to learn the robes of conquering planets for papa. I mean, they ARE the elite and Freeza always acted as if he was ignorant of the GF's antics and thus wouldn't know how harmful their company is for his little boy.
